La Porte: a bayfront city that remembers Ike and Beryl

La Porte sits on the western shore of Galveston Bay in southeast Harris County, with Sylvan Beach Park and its fishing pier on the waterfront. On the bay side, the danger is storm surge, the wall of water a hurricane pushes ashore. Two storms La Porte still measures against

Hurricane Ike, September 2008
Ike made landfall near Galveston as a Category 2 hurricane with 110 mph winds. The National Weather Service described surge flooding in homes and businesses in the La Porte area and in the low areas along the bay's western shore.
Hurricane Beryl, July 8, 2024
Beryl came ashore near Matagorda and crossed the west side of the Houston area. In La Porte, the city collected 97,000 cubic yards of storm debris, which it called the largest debris event since Ike. The 1,100 foot Sylvan Beach pier took significant damage, and the fire department reported that the storm led to a 16 percent increase in emergency calls.
Power loss slows drying
About 2.2 million CenterPoint Energy customers lost power after Beryl. Without power, wet homes go without air conditioning and dehumidifiers, and mold gets a head start.
A pier still being rebuilt
A review with Harris County Precinct 2 found the pier's substructure can be partly saved, but it needs a new deck, a rebuilt T-head and new or repaired railings. The city estimated the work at $1.56 million.
Water damage in La Porte: flood zones and city permits
Before a flooded room is rebuilt, find out whether the house is in the regulated floodplain. The city's floodplain page points to its engineering staff, the FEMA flood map and the city's GIS map, and live gauge readings come from the Harris County Flood Warning System.
The city asks residents to contact Planning and Development before doing any work on a structure in the floodplain, and its FAQ says permitted work there requires a Floodplain Development Permit. A standby generator inside the regulated floodplain has its own permit page on the city's site. Ask the city what elevation your rebuild has to meet before the walls go back up.
Some neighborhoods have a long record. The city has published a repetitive loss area analysis for the Brookglen area, a study of why homes there flooded more than once. If your house has flooded more than once, ask your insurer and the city what mitigation options exist.

Wind policy, flood policy, homeowners policy
The Texas Windstorm Insurance Association's coverage area includes parts of Harris County east of State Highway 146, including La Porte properties inside city limits and east of the highway. TWIA policies cover direct damage from wind and hail, not flooding or surge, and you generally must have been turned down by a private insurer first. Flood coverage comes from a separate policy, such as one through the National Flood Insurance Program, which FEMA says usually has a 30 day waiting period. A burst pipe is different again: the Texas Department of Insurance says most homeowners policies cover sudden and accidental water damage.
